Does it have more to it than just a little reference to the girls' extra arms?

Heh, as you've noticed, yeah, it is an obvious pun concerning the girls. But the title does have a deeper meaning than that. The girls are separated from the rest of humanity (furmanity?) due to their status as Enchanters. Though they have done well to integrate into mortal society, their association with the rest of their kind makes their place in both societies forever tenuous. While in their own way they're working to bridge the gap between Enchanters and mortals, they have a way's to go. That understanding remains, figuratively speaking, "at arm's length." In other words, seemingly within in grasp, but still not in their hands yet. Hope that helps.
